I am torn between this and the like a toddler interpretation especially because Mr. Yglesias should know! Not because of his examples which he understands from he writing "Money Box" for a few years, and not because he comes from super rich. But because screenwriter dad spent the money to send him to Dalton School and then Hahvard. One can learn a lot about such things from certain classmates at both places.
So I think I'm splitting the difference and going with "spoiled teenager."

It's wonderful people like Matthew Y can write stuff...blame President Stupid on money and "America’s post-Reagan treatment of business regulation" and then concoct fantasies about "whether Republicans in Congress will do their job."
Ignoring or intentionally obfuscating that the job of Republicans is identical to that of Trump. Cut taxes on the rich to make them richer. MY also supported the invasion of Iraq so his gig now may to write "lefty" stuff to obscure who brought us Trump with richly distracting blogosphere blather.
