An expert on the Diane Rehm show said this is the largest nuclear installation not only in Japan, but the world, with 6 reactors. Also, the complex has almost 10 times the radioactive material of Chernobyl, including 'spent' fuel in the ponds, some with plutonium, not present at Chernobyl.
The irony is the back-up pumps failed because of flooding in the basement, while the cooling ponds are failing because they cannot get water on the roof. Perhaps if the back-up system was on the roof and the cooling ponds were below sea level both problems would have been easier to solve.
