It's been so overshadowed by our domestic woes lately.</p> <p>I think that one discouraging element of U.S. foreign aid in the 21st century has been the recognition of our own limits. Raising money is a straightforward operation, but improving the political conditions that contribute to such tragedies is much more daunting. We've failed at it so often, that I don't think many people want to try these days.
