Reading what you wrote reminded me about this because   some <a href="http://2012.talkingpointsmemo.com/2011/10/herman-cain-fought-stricter-drunk-driving-laws-at-nra.php">information</a> on that has been released. It's weird to me that anyone would oppose drunk driving laws, especially because they do save lives. And them not getting the joke is kind of concerning but also hilariously funny! If you've seen ones put out by the AARP or USAA, you get the idea, except IIRC it was a little bit thicker. I remember at the time being shocked by their anti-DUI-enforcement positions, thinking it was incredibly tone deaf.
