On one aspect of this, spying on Americans, Dana Priest and Tom Arkin's Top Secret America: The Rise of the New American Security State, is said to be a well-sourced eye-opener which does not give short shrift to the responsibility of the US government to try to prevent terrorist attacks in our day, nor does it seek to place sole responsibility for the developments it chronicles exclusively on one party or President.
