Could it be, the sequester is all about, making people move. to where the jobs will be?

The democrats will move into the major cities, an already democratic stronghold. and the Republicans will grab the rest of the rural areas, so as to gain the majority?

I'm hoping the desired result can be achieved by moves of under 10 miles, in the appropriately strategic direction...haven't actually unrolled the maps, district by district...that's A-man's job.
