Well, yeah,it's hard to prove a negative [some say it is impossible] so I guess you are right, or rather those analysts are, when concluding that no hard evidence is available that proves Iran hasn't made a decision to nuke up. Still, while they could be hiding some bomb hardware development, I believe we have inspection access through the non-proliferation treaty that lets us know how highly they are enriching uranium, so even if they had a functional bomb developed and ready to load there would be some time lag involved in enriching their stockpile of fuel from 20% to what, 90%, required for a bomb.
What I have seen as encouraging is views that Iran's new president is someone we can maybe/probably work with if we are willing. As to Obama not wanting a war with Iran, I expect and hope that is true and so I am not a fan of anyone, especially from any other nation, pushing for one.

According to the NYT, the intelligence analysts didn't say that the Iranians hadn't made a decision to get a bomb; they said there was no "hard evidence" that such a decision had been made. It's hard to get evidence when Iran is denying full access. And as in 2002-2003, the intelligence assessments are influenced by what the White House wants. Obama doesn't want war with Iran.

More than 20 years ago, Mr. Netanyahu solemnly informed us that, unless someone intervened, Iran would have a nuclear weapon within five years. That was one of the origins of the "three to five year" mantra. Almost every year since the early 1990s, senior political figures, intelligence specialists and respected commentators have assured us that Iran would surely have a nuclear weapon in three to five years, sometimes less, unless Iran were forced to stop its mad dash for the bomb.
