Despite this horrible news, some perspective. From Wikipedia: Crime in Chicago. Though still something like twice the NYC homicide rate, in recent years the Chicago homicide rate is actually quite a bit lower then it was in the 90's.

And though from 2005, I suggest taking a look at the stats under "Murders" there, because it has a lot of detail packed into a few paragraphs about where the problems lie.
