This is always the case with hurricane coastal damage, many don't ever recover. I have seen this happen in Florida. Aid always falls short of the need.

Ironically, Christie managed to vindicate all the pissing and moaning from the repugnants who claimed that the emergency relief money would turn into a slush fund for non storm related projects.
