There are reports of efforts to curtail oil smuggling to <a href="http://www.nytimes.com/2014/09/14/world/middleeast/struggling-to-starve-isis-of-oil-revenue-us-seeks-assistance-from-turkey.html?_r=0">Turkey</a></p> <p>The article talks about why the efforts are stalled.
