From what i read about this charade it was a staged bit of theater aimed at covering up the crimes committed at Benghazi while satisfying the Republican's desire to highlight the minutia of HRC's actions or lack of actions before, during and after the attack. Both sides were in total agreement and supported what was happening at Benghazi and keeping that information from the US public even though the locals in Benghazi were well aware of exactly what was happening there.

During one of the first Republican hearings on Benghazi they unintentionally exposed the truth about the Benghazi compounds, there was no consulate, it was a CIA operation and it was soon disclosed that it was the location of the base of the illegal arms ratline to vetted Syrian rebels through Turkey. Amb. Stevens was apparently also acting as CIA station chief, which is also illegal, and was killed in the middle of his operation.
