The article by Reed, like every article published short of a doctoral thesis, assumes some common knowledge. </p> <p>  Policies and/or actions can bring about war even if actually going to war was not the intent. That is the threat of aggressive policies such as putting military forces right on the border of a country whose leader you are demonizing daily.
