No one knows the deliberations that occurred behind closed doors. Some suggest that the unusual nature of military sources claiming that, " Trump approved his first covert counterterrorism operation without sufficient intelligence, ground support, or adequate backup preparations” suggests that they were pushed to approve a raid they weren't ready for or perhaps even advised against. I'm not taking a side on this because, again, we just don't know.
