If he's going to use Twitter for mixing issues about governing all the people and politics for only some people, if he's going to use it to talk directly to the taxpayers and voters, then....

Comes to mind that the White House Press Office was originally created to spin p.r. to the press, not the people, so everything started to be turned upside down once the public wanted access to the "war room" directly, and then everyone and his uncle wanted to try their hand at the spin and deconstructing spin games...

Doh, it just came to me: all Trump ever really wanted was the job of White House Communications Director, but he couldn't think of anyone with the policies he liked to work under as President, so he had to take on the job of President, too.
