Republican Sens. <a class="rollover-people-link" href="http://thehill.com/people/rand-paul">Rand Paul</a> (Ky.) and <a class="rollover-people-link" href="http://thehill.com/people/mike-lee">Mike Lee</a> (Utah) were the only senators to vote against including new Russia penalties in the legislation.</p> <p>The Senate is expected to pass the Iran and Russia sanctions bill as soon as this week.
