U.S. prepared to hold joint operations with Russia in Syria, Tillerson says

The Trump administration is prepared to consider joint stability operations with Russia in Syria, including no-fly zones, cease-fire observers and coordinated delivery of humanitarian aid, Secretary of State Rex Tillerson said late Wednesday.

In a statement issued as he departed for Europe, where he will join President Trump in Germany Thursday, Tillerson said that the United States and Russia have already successfully cooperated in establishing de-confliction areas in Syria to avoid contact between their air operations [.....]

U.S.-backed local ground forces fighting the Islamic State, and forces backing Syrian President Bashar al-Assad that are supported by Russia, have moved increasingly closer to one another in southern Syria, bringing U.S. and Russian warplanes into closer proximity. In recent weeks — although Moscow has claimed to have cut de-confliction contacts with Washington — U.S. officials have said significant progress has been made between them in drawing lines to avoid each other.

“Our military leaders have communicated clearly with one another to make sure no accidents occur between our two countries in the Syrian theater,” Tillerson said. “This cooperation over de-confliction zones process is evidence that our two nations are capable of further progress.”

Separate from the fight against the militants, Russia, Iran and Turkey have called for establishment of four safe zones in the western part of the country, where Assad’s forces, with Russian and Iranian assistance, are fighting Syrian rebels. The United States is not a formal participant in those talks, but U.S. officials have said they might be willing to take over monitoring of one of the zones, in Syria’s southwest corner where the borders of both Jordan and Israel are endangered [....]

There are very moderate responses to the Senate bill on IRNA (Iranian Republic News Service), no strong vitriol, and no mention of the Russian Syrian problem yet. Seems to me they just really want to get rid of those sanctions:

Tehran, June 18, IRNA – Ali Khorram, an expert on international affairs said on Sunday that through increase of cooperation with friendly countries in the region and siding with them, Iran can curb the US hostilities.

Speaking to IRNA, he noted that senate's anti-Iranian bill is not nuclear-related and it has focused on the missile and terrorism issues.

The US sanctions do not violate the JCPOA, Khorram said, adding that similar sanctions were approved in the US senate during former US President Barack Obama but they were vetoed by him.

It is unlikely that the US current President Donald Trump, will veto the new senate anti-Iranian bill, he said.

Khorram noted that despite removal of Iran's nuclear-related sanctions, the US has imposed new sanctions against Iran under the pretext of terrorism, human rights and missile capabilities.

Former Iranian envoy in the UN headquarters in Geneva said that if the Islamic establishment is keen to remove all sanctions, foreign minister and its team can start a new round of negotiations to de-escalate tensions with the US [.....]

NYTimes' editorial board made a nuanced argument today about Qatar, Saudi Arabia and Iran, (mentions Russia in context of Iran) was probably written before this aircraft threat issue) about making ISIS the priority:

[....] Significantly, the Americans are not accusing Russia, Iran’s ally, of terrorism for using its firepower to keep the Assad government in power; no Iranians were named as responsible when the administration in February published a list of 78 major terrorist attacks. And some of Iran’s activities, particularly its war on ISIS, dovetail with Western ambitions.

Each of these three main players has a role to play in the larger effort to defeat and defund terrorists. But there needs to be clarity and honesty about the various sources of the problem, and the various contributions each nation can make to the struggle. Exaggerating or misrepresenting the misdeeds of Qatar and Iran, while giving the Saudis a free pass, will only benefit Saudi Arabia’s efforts to expand its regional influence.
