Or even the embryo, in which case the embryo person can apply for its own health care and potentially even its own abortion (signed off by its legal guardian, of course). I wonder if birth control can be covered by pre-planning for personhood, since life begins before conception, the evil immoral glint in the mother's eye as has been documented and sung about so many times.
