I heard a conversation with two legal eagles on either CNN or MSNBC yesterday, the question was: why a Washington D.C. grand jury rather than a Virginia one? Apparently the latter are more standard. The answer from both: because the supposed crime happened  in Washington D.C., at the White House, that's where Mueller is looking and that's why he needs a D.C. grand jury.
