To answer my question above, yes it's immediate, and by March 15 for corps and April 15 for individuals, there will surely be blowback from many quarters from those without the werewithal to have lobbyists in Congress:

Accountants, IRS and taxpayers scramble to figure out how to comply.

While it would apply to 2018 and not filings for 2017, by then everyone who uses one will have talked with their accountant, tax preparers or cousin who helps them with their taxes about what the future holds.
