Well, since the author didn't actually dig into any examples, explaining the reasons is a bit hard, and her go-to source for info seemed to confuse me more, but here's a link I found more explanatory (while coming to largely the same conclusion as the original, but frustrating me less). Basically, juveniles are being locked up for activities that aren't illegal for adults ("truancy", breaking curfew, et al), and even though the level of these "offenses" has decreased, the incarceration is still increasing for young girls. And then they tie it in with issues like sexual abuse, substance use, et al.

[they contend that there are no juvenile prostitutes, for example, only victims of trafficking. I'm not sure if that view's completely sustainable, but worth considering.]
