I just think we should not presume that his priority is mastermind of the Republican elite who deep down cares more about those financial results than about the cult. I am pretty damn convinced he cares more about the cult, the fans. That he would sell out the money men for the cult if it served his purpose. He's 70 yrs. old and has "been there done that" on the raping and pillaging just to have more stuff. At his age and as a narcissist, what he needs now until his death is at minimum to keep the cult he has. And I also think he still has hopes to grow the fan base or cult as the one consistent thing his whole life is to work on the Trump brand. He really doesn't care if big shots make more money anymore. And he only cares about the money that can buy power, for the power, for the brand name power. And furthermore he's not very good at that: it wasn't a growing brand with like Trump University and Trump steaks and the Trump president brand/cult as currently being sold is not growing either!

Basically all I am saying is that I think it's a big mistake to think he is part of a genius plot to get more for the GOP haves and less for the have nots. A lot of the haves don't trust him to be a consistent advocate and liberals should still recognize that a manipulative opportunity in certain policy instances.
