the article doesn't really get into the timeline enough for my druthers so I went to wikipedia and found that he was nominated for Homeland Security chief on Dec. 7, 2016. (Fun aside found there: he claimed to be a strong supporter of building The Wall within a two year time frame.) It says he reported it hacked and turned it in December when he started to go to the transition office at the GSA. Makes it easier to surmise it was someone interested in the new security policy concerning our homeland.
