Trump and the GOP are only serious about destroying the institutions, personnel, funding and mission of government, and looting the national Treasury with huge deficits caused by their tax cuts for the rich and rampant fraud and political patronage for donor businesses and corporations.

Whatever the thinking that was the origin, on this one he backtracked right quick, no doubt as advised by a pollster or similar politico. The way it's playing out is actually funny, he tried to throw her under the bus as if it were all her idea, and now she's trying to throw him under a bus:
