Yes, the hands on the shoulders from behind for one is creepy with someone you don't know,
and I don't do kisses with girls <18 (or older - use my judgment of who seems in the space to find it unappreciated/weird), and even Biden's hand around Di Langoria's (sp?) higher up from waist/near breast seemed a bit too familiar.

I've seen that. I haven't been to Europe but it seems to be a rather formalized ritual to me. Have you seen the videos of Biden? That looks very different to me. But I am the type of person who doesn't like to touch strangers. I don't even like shaking hands. I barely tolerate friends who hug everyone, and me. So maybe I'm totally wrong about this.

Jesus, really? At least here in Europe, 2 cheek/air kisses are de-rigeur if you know a woman slightly well, had a good evening out with friends, haven't seen in a while, etc. - otherwise you come across as cold and unfriendly. If it's a business environment you're a bit more reserved.
