Work, he was </a>Deputy Secretary of Defense under Obama and one year under Trump, 2014-2017 before that Under Secretary for Navy, 2009-2013. A Marine colonel before that. He was only running CNAS from 2013-14.</p> <p>Clear to me what this article is: these guys are pitching a story to the media in order to promote more funds for military development in order to be more competitive (because they believe Russia and China are currently eating our lunch.) Probably sent out a press release saying: all interviews welcome.
