Actually, from the article, I get the impression that it's more like Trump channeling Bernie technique of long-standing:

At a 1985 forum at Burlington City Hall, Vanguard Press political columnist Peter Freyne accused him of "master[ing] the art" of "manipulating the news" by refusing to answer questions he found uncomfortable. Vermont citizens have re-elected him over and over though he refuses to answer a lot of stuff. Apparently, they are okay with that, like what they are getting for their votes.
