U.S. Department of Justice Confirms Federal Civil Rights Investigation Into Shooting of Mr. Jacob Blake

Department of Justice, U.S. Attorney’s Office, Eastern District of Wisconsin

FOR IMMEDIATE RELEASE Wednesday, August 26, 2020 (my underlining)

Matthew D. Krueger, United States Attorney for the Eastern District of Wisconsin, and Eric S. Dreiband, Assistant Attorney General for the Civil Rights Division of the Department of Justice, confirmed this evening that, as indicated in a press conference held earlier today by Wisconsin Attorney General Josh Kaul and Kenosha County District Attorney Michael D. Graveley, a federal investigation has been opened into the shooting of Jacob Blake by an officer of the Kenosha (Wisconsin) Police Department. The investigation will be conducted by the Federal Bureau of Investigation, in cooperation with the Wisconsin Division of Criminal Investigation and other state authorities, and will be overseen by prosecutors from the U.S. Attorney’s Office and the Criminal Section of the Civil Rights Division. The federal investigation will run parallel to, and share information with, state authorities to the extent permissible under law.

Federal authorities are committed to investigating this matter as thoroughly and efficiently as possible. Along with Attorney General Kaul and District Attorney Graveley, United States Attorney Krueger and Assistant Attorney General Dreiband urged all members of the community to allow the investigation processes to develop all available evidence before rendering judgment. They also encouraged everyone to act peacefully and abide by the law.

Federal law enforcement is joined with state and local authorities to address further violence in Kenosha and beyond. Federal law imposes stiff penalties for arson, rioting, firearms offenses, and other violent crimes, which United States Attorney Krueger pledged to prosecute to the fullest extent possible.

The mayor of Kenosha, Wis., said Sunday that he prefers President Trump not visit “at this point in time.”

The president is scheduled to visit the city on Tuesday to survey the damage from protests and clashes.

"Realistically, from our perspective, our preference would have been for him not to be coming at this point in time," Mayor John Antaramian (D) told NPR’s "Weekend Edition."

Kenosha has experienced a week of protests following the police shooting of Jacob Blake.

“All presidents are always welcome and campaign issues are always going on. But it would have been, I think, better had he waited to have for another time to come,” Antaramian added.

The Democratic mayor told NPR that the situation in Kenosha was “not the situation, I think, that people perceive — that the people in Kenosha are rioting.” He said people are “protesting and absolutely have every right to protest” and that the city backs peaceful protests but not “damage and destruction.”

"Peaceful protests are not a problem," Antaramian said. "Our biggest problem really did come from people coming from outside the area and causing a great deal of damage and destruction."

Wisconsin governor urges Trump not to visit Kenosha: 'I am concerned your presence will only hinder our healing'

Wisconsin Gov. Tony Evers (D) urged President Trump on Sunday to "reconsider" his plans to visit Kenosha, Wis., which has been rocked by unrest for the past several nights following the shooting of Jacob Blake by police.

In a letter to the White House shared by Evers's office Sunday afternoon, the governor warned that Trump's presence could "hinder" the state's attempts to heal after a video of Kenosha police shooting Blake seven times in the back sparked a week of protests that in some cases descended into violence.

"I, along with other community leaders who have reached out, are concerned about what your presence will mean for Kenosha and our state. I am concerned your presence will only hinder our healing. I am concerned your presence will only delay our work to overcome division and move forward together," he wrote.

"I am likewise concerned that an in-person visit from you will require a massive re-direction of these resources to support your visit at a time when it is critical that we continue to remain focused on keeping the people of Kenosha safe and supporting the community’s response," Evers continued.

A White House spokesperson told reporters on Saturday that the president planned to visit Kenosha on Tuesday.

The president has attempted to tie Democratic presidential nominee Joe Biden and other Democrats to the protests, using the unrest to paint a dark picture of what he says the U.S. would look like under a Biden presidency. As an example, he has pointed to Kenosha, where at least half a dozen businesses have burned to the ground in recent days, according to local media reports. Three people were shot and two were killed last week, allegedly by a 17-year-old who traveled to the city from Illinois.[....]
