Since Wolf's resignation puts all the responsibility for the inauguration prep on the Secret Service (as noted in Marshall's article), it seems like this particular bridge of "transition" better be more advanced than any others.

The FBI has shown their intelligence was blown off earlier after the bad thing happened. In the absence of a 25A removal of POTUS, is there a way to authorize to the incoming administration to cooperate more actively for the purposes of survival in the context of the state of emergency declared by the existing one?
