It's still a mess, I can give anecdotals like this too, but I believe the priority of vaccination uber alles is correct, otherwise putting massive effort into fixing other Trump-caused problems can just end up with spinning one's wheels. If you don't end up with staff at the USPS, whatever you do isn't going to work:
