The doc concerns Omar al-Bayoumi, who lunched with two hijackers in Feb 2000. He found them a place in San Diego, advanced them rent $, and intro'd them to a friend who helped them apply to flight school.

The 28 pages are more skeptical of Bayoumi's claim that he met the hijackers by chance. "There are indications in the files that his encounter with the hijackers might not have been accidental."

This is from the new doc: "Bayoumi's statements are directly contradicted by eyewitness statements." In other words, in the FBI's view, he was lying.

A few more facts about Bayoumi. His salary came from the Saudi military. Some FBI officials believed he was a spy.

Again, we didn't find out about the Plane Drawing until 2020, thanks to this@propublica/@NYTmag feature. It wasn't confirmed by the court record until 2021.
