p.s. they even have "hearings" with "judges" in many regionals away from D.C., where they are supposed to be objective when there is a dispute. Onus is on taxpayer to challenge; along with the bill they send you are the regional phone numbers and the filings they want you to make. (Cavaet Don't mean to present that they are known to be the best ever institution, there are many horror stories, as with any government entity, but especially the one collecting taxes, they can be quite Kafka-like )

Oh no I know for a fact that there are all kinds of regional offices, staffed by the actual guys/gals who do the first reviews of returns spit back by the computer. And the taxpayers trying to straighten things out first deal with them. Many challenged returns never go as far as D.C. bigwigs.
