It's rather a Pandora's Box, and with all of Europe aligned against you but not actually threatening you,
what's the opening? He's blown it - no one thinks Russia is threatened, no one thinks Russia under attack,
so the second he uses it (if his officers/cabinet/whoever allows, hope hope), he will be then the worst
since Hitler, no hiding it. I don't think that's even the glory Putin was going for.
The nukes are either a lead anchor weight or possibly a flash of suicidal infamy.

One thing about this all. I have often wondered if Vladimir Putin has had a case of nuclear blue balls. He mentions Russia's arsenal all the time, as if he's thinking, "What is the point of having these if they're never used?"
