Hmm, well I visited Dominican, it's on standard cruise tours. I figure you can blame it on Haiti speaking French, like a Papillon French Guiana penal colony. Hispaniola of course is the combo island that Columbus settled. Anyway, I nothing else in the Gulf or Caribbean is like this.

I spent ~20 months in Haiti after the 2010 Earthquake. Even back then, people were saying that there was too much lawlessness and wanted a return of a strongman leader to stamp out crime. Some were looking back on Duvalier and said at least you could walk the streets
