People form tribes for self-interest when they have no protection, no rule of law, no government. Yes that costs money, Georgia taxpayers, but so does extra security, putting prisoners in special lockdowns, and dealing with riots, strikes and just general day-to-day mayhem. And that doesn't necessarily mean having to give them everything everyone on the outside has, nor does it even mean having to offer a rehabilitation model.</p><p>Totalitarianism doesn't work anywhere?
