Republicans have spent 30 years dismantling the inner workings of government, either by underfunding departments or by loading up agencies with people who are opposed to the goals of their own agencies, so it's no wonder government is unable to respond effectively when we need it in an emergency.  They then have the gall to say "See? Government doesn't work."
