This is from Bloomberg so the primary targets are commodity traders/speculators.

There is an old Wall Street saying, "buy on rumor, sell on news". Notice the headline says nations 'may' not that they will. That screams rumor. Amazing how blatant the signaling has become. If it succeeds in drawing speculators, it will be a win-win for current commodity and futures holders as it drives prices up enough to spook countries into greater stockpiling/subsidies at even higher prices.
