Paul Ryan's (evil) genius is that his plan won't affect the older grandmothers. It's a phased-in plan (that begins to take place in 2022) designed to appeal to the old whose entitlements won't be touched and the young who don't think they'll be there anyways. It's disingenuous, but it's clever.
