It's the truest form of trolling, very like the old thorn-in-my-side during my stint as a moderator during the Bush years: user name "Mad Dog". Except with Trump there's also the extra added narcissist oomph, the pleasure is not in getting a rise out of people, but getting publicity for the self instigating getting a rise out of people. Like Obama just said yesterday: he was jealous of Covid getting all the press.
He really doesn't want anyone acting out his fantasy suggestions, he just wants them to appreciate their genius and him. That would mean that the fans have agency of their own, and he doesn't want that, he just wants that loyal fans keep the focus on him.

The Whitmer kidnapers, he gets to outrage by belittling threats to his target while he tweets from the Whiners House, "I mean, we'll have to see if it's a problem. Right? People are entitled to say maybe it was a problem, maybe it wasn't."
