Cultural racism is how the dominant culture is founded upon and then shapes norms, values, beliefs and standards to advantage white people and oppress People of Color.

Cultural racism uses cultural differences to overtly and covertly assign value and normality to white people and whiteness in order to rationalize the unequal status and degrading treatment of People and Communities of Color.
The racism term remains applicable. Given that current attacks by racists include native born citizens, fear of the foreign as suggested by xenophobia is less accurate.
Edit to add: not to mention there's the whole thing about this being a thread about xenophobia among people with black skin against other people with black skin in South Africa. So we have to bring in: Rep. King! A white American person who is more than a xenophobe, more than a racist, but also generally ridiculed as a lunatic embarassment to his district. Why not, eh? Begs the question: why is it so common in the U.S. to label Americans who are equally or less xenophobic about immigrants as racists?
I think doing so degrades the power of the racist label. Call xenophobes xenophobic, not racist, unless you have real evidence it's about race.

Blacks are citizens of the United States. Trump, Bannon, Miller, etc. are racists. People who vote for a white supremacist are racists.
