I have been assured by a very knowing American of my acquaintance

through the kingdom, always advising the mother to let them suck
plentifully in the last month, so as to render them plump, and
fat for a good table.
A child will make two dishes at an
entertainment for friends, and when the family dines alone, the
fore or hind quarter will make a reasonable dish, and seasoned
with a little pepper or salt, will be very good boiled on the
fourth day, especially in winter.
In foreign fineries which they never will pay for; the kingdom
would not be the worse.
I profess, in the sincerity of my heart, that I have not the
least personal interest in endeavouring to promote this necessary
work, having no other motive than the publick good of my country,
by advancing our trade, providing for infants, relieving the
poor, and giving some pleasure to the rich. I have no children,
by which I can propose to get a single penny; the youngest being
nine years old, and my wife past child-bearing.

A good start, Dick, but your proposal is still too modest. There are, what, 10,000 of those brats on the border? Selling them might save taxpayers a few bucks, but you can't fund a big, beautiful wall with that kind of chump change. We need more kids. A lot more. That's where entitlement reform comes in. Think about all those Medicaid and food stamp kids with healthy internal organs. We just need to add work requirements. If you work at least 70 hours a week without leaving your kids unattended, you get to keep them.* If not, they're off to the organ harvest bank and pedophile syndicate to recover the money that the taxpayers wasted on you.
* There will be an exemption for white kids, naturally

I just had to reread the Essay and then go back to Wiki (which really is a fine essay concerning this Essay).
Swift is creating a narrator who is to be hated. hahahhaah
Swift is discussing issues concerning the propriety of governmental action.
Swift is attacking (or debating) other contemporary philosophers.
And remember that Swift is Roman Catholic to the bone, as they say.
And recall that the Irish Problem involved Roman Catholics.
But...
Yeah, just recall that the Colonies had been around for less than a century? when this was written.
And also recall that there were native cannibals in Mexico for instance just a hundred or so years prior to this publication.

I was viewing this expose of tyranny over a two day period and all of a sudden Swift's face appeared to me.
And then, the news became worse and worser as they say. (Just look at Rachel's face as she recites the news off her video thingy!)

"a seasoned and well reasoned leader" .... hmmm. Suppose we turn Swift's idea on its head and consider the tastiness of a seasoned politician? A well reasoned one would never suffice, as his very thoughtfulness would likely lead to a diet of less fat and sugars; certainly one deprived of the starchiness of diatribe. No, not worth the pot of water in which to stew. A well seasoned politician, on the other hand, has been around the office as his minions do the work; has let his juices settle and puddle as he begs for donations from fatcats while they eat the calories he callously offers - even as he reaps the benefits of reelection. And the best ones ... oh, Dick, the prime cuts, the restaurant quality examples of pure, seasoned, perfection politician ... will have the Trump steaks brand. Everything old is new again.

I have to add this.
My son came to visit me for a few days last week end.
On Saturday he brought his kids.
It was raining cats and dogs as they say.
He drops off his three girls as well as a fourth cousin and leaves to park across the street.
Willow, with her nook, looks out the window on the front of the building and sobs.
She sobs and cries and....
She does so for three minutes?
The older sister attempts to calm her. hahahahhah
Daddy returns and it takes him about a minute and a half to calm her down.
So Sean is upset. He tells me later that he should have just taken Willow to the parking spot and carried her to the foyer.
I said: bullshit.
She would have been soaking wet and unhappy.
If my son and all of us were upset over a baby crying the loss of her parent.....
And I swear, I swear on everything I believe, that this picture of this forlorn baby girl uptop looks just like
my little Willow bemoaning her circumstance. But Willow had all her siblings as well as a cousin attempting to allay her woes.
