The Journal-Sentinel does not have to blatantly point out that this is basically a vote buying effort. The repeated description of Wisconsin as a "swing state" is enought to get the point across, this is one thing Wisconsites know well, the federal government becoming more interested every 4 years.

He noted that Operation Legend will bring $12 million to the Milwaukee Police Department, enough to hire 30 officers, pay overtime and buy critical equipment.
That support should not take the place of local support for police, he said. "Public safety is the first duty of government. You can't scrimp on it."
Earlier Tuesday, Mayor Tom Barrett announced a budget that would lose 120 positions at MPD, but Barr — in response to a question— denied his remarks about money for MPD were a critique of Barrett's spending plan.
"But I do oppose cutting back any funding for local law enforcement, " he said. "It's short-sighted."
Extra federal agents — from the DEA, FBI, ATF and the U.S. Marshals Service — arrived in Milwaukee in late July, with promises from Barr and Krueger that they were not there to arrest protesters, like federal agents did in Portland, Oregon.
In early August, Krueger said 32 people had been arrested in Milwaukee with help from Operation Legend, and a couple of weeks later announced that 11 had been charged with gun and drug trafficking crimes.
The activities of those arrested Tuesday are detailed in a 232-page criminal complaint. Krueger noted the leader of the local operation was Louis Rey Perez III, alias Eight Ball, and a member of the Mexican Posse.
