Nothing in this account surprised me. Biden has always been very touchy and it always looked inappropriate to me. It's been in the news for years and numerous pundits have commented on it. The only surprise is that it took so long for it to become an issue.

Really get a kick out of Richard Painter on stuff like this in particular (if you've seen the way he talks on TV, you'll get why):

When dealing with colleagues and people who are not friends or even friendly acquaintances if the touches and kisses you bestow on the women and girls aren't touches and kisses you'd bestow on men and boys that's a clear enough message those touches and kisses are inappropriate.
And furthermore, Mimi is needed to teach other women the rocket science about when inappropriate behavior has intent to harass and demean and when it is just an inappropriate gaff.
Edit to add: For example of inappropriate non-sexual gaff, see your excellent GW Bush and Angela Merkl vid upthread. Or many other things GW inappropriate including all the frigging nicknames he used for colleagues.
For actual blatant intent to harass and demean nearly everyone and everything, see troll narcissist Donald Trump for yuge number of examples every day....
GW modus operandi is actually interesting to think about, as if everybody was his fraternity bro.! Because it is very non-sexual. In that way, it's a method of manipulation of people like a salesman does, an attempt to drag everyone down to a casual, inter-personal, laid back relationship. The schmoozer. Can be very frustrating if it's happening to you. But it's not harassment.
With Joe on the other hand, there is admittedly a little bit of sexuality involved there. For manipulation rather than harassment purposes. He just wants people to like him, he tries to manipulate that way. Like you implied, he approaches women differently. He's no doubt manipulating all sexes, just does it in different ways and with women, it's ye old put em on a pedestal thing, they're beautiful creatures, etc.
That's how I see it too. I'd guess that for all Biden's touches and kisses he's probably never grabbed anyone by the ass or even patted their butt. Still inappropriate and I'd bet most of the women felt that way.
eta: Ash Carter's wife says she's good friends with Biden and his hands on her shoulders were supportive. Maybe it's all over blown but I doubt that most of the women felt that way. This is going to blow up and many of the women we see in the photos will be questioned so I guess we'll find out.
Jesus, really? At least here in Europe, 2 cheek/air kisses are de-rigeur if you know a woman slightly well, had a good evening out with friends, haven't seen in a while, etc. - otherwise you come across as cold and unfriendly. If it's a business environment you're a bit more reserved.
I've seen that. I haven't been to Europe but it seems to be a rather formalized ritual to me. Have you seen the videos of Biden? That looks very different to me. But I am the type of person who doesn't like to touch strangers. I don't even like shaking hands. I barely tolerate friends who hug everyone, and me. So maybe I'm totally wrong about this.
