I think folks are getting the Chad Wolf story wrong: He didn’t resign; he accepted that, as of last Wednesday (if not earlier), he could no longer legally exercise the duties of Acting Secretary.

Since Wolf's resignation puts all the responsibility for the inauguration prep on the Secret Service (as noted in Marshall's article), it seems like this particular bridge of "transition" better be more advanced than any others.

In the absence of a 25A removal of POTUS, is there a way to authorize to the incoming administration to cooperate more actively for the purposes of survival in the context of the state of emergency declared by the existing one?

BREAKING: The acting leader of ICE abruptly resigned on Wednesday, just two weeks into the job after the agency’s previous director also stepped down unexpectedly in December, according to a source with knowledge of the situation.
The departure of Jonathan Fahey is the latest in a long line of resignations at ICE during the Trump administration. The agency, which has come under mounting public scrutiny for controversial policies throughout Trump’s term, has now seen six leaders come and go since 2017.
At the same time, Fahey’s resignation is symbolic of a Department of Homeland Security that has been under constant upheaval since President Donald Trump took office.
Chad Wolf introduced Fahey in an email to ICE on Dec. 31, saying he was confident ICE’s new leader “will serve ICE with the same level of commitment and professionalism displayed during his distinguished career as a criminal prosecutor.”
One ICE official told me: "We haven’t been bothering to learn the names of the political appointees for months now, anticipating that they will all be short-term."
