This Xinhua op-ed on the topic suggests this is not something that comes down from the powers-that-be, but is something more like popular disagreement about what the country's future culture should be:

As the Japanese aptly demonstrated for me, celebrating Christmas doesn't require a nation to adopt Christian beliefs. That said, it definitely brings along Western traditions.
