A man holding hands with a 5-year-old and carrying an infant in a car seat was fatally shot outside an apartment building Friday morning in Northeast Washington, D.C. police said.
Sedrick Miller, 42, of Northeast, was shot about 8:30 a.m. in the 2300 block of 18th Street NE, near New York and Montana avenues, along the border of the Langdon and Brentwood neighborhoods, according to the police.
FitzGerald, who oversees the 5th Police District, said the victim “was walking down the street” — the infant in the carrier, the second child in his grasp — when “a male approached him and fired several times.”
The relationship between Miller and the children could not immediately be determined. FitzGerald said the children were safe and with their mother.
“Who knows the long-term effects of this,” FitzGerald said.
Police had only a scant description of the gunman, saying he was wearing a black mask, gray sweatpants and a light-colored sweatshirt. No arrest had been made as of late Friday morning.
D.C. Council member Kenyan R. McDuffie (D-Ward 5), posted a letter on Twitter on Friday saying “we must double down on our efforts” to find violent criminals “and keep them off our streets.”
“The entirety of our government, not just the police, must work together to ensure public safety and address the root causes of violent crime,” wrote McDuffie, who represents the area where the shooting occurred.
The council member is relinquishing his seat and is running for D.C. attorney general. If successful, he would take over prosecuting juvenile crimes and some gun offenses. In his letter, McDuffie said that “no family and no community should ever witness this type of horrify violence.”
Friday’s shooting is at least the third this year in which a person was fatally shot in front of children in the District.
In January, police said a gunman shot 27-year-old Sierra Johnson in a vehicle on Georgia Avenue in Northwest Washington as her 2- and 4-year-old children were in the back seat. The children were not harmed. Police arrested a man and charged him with second-degree murder. Authorities described the motive as domestic-related and said Johnson was pregnant at the time of her death.
In February, Pamela Thomas was fatally struck by a stray bullet while riding in the back of an SUV with her 8-year-old son. Thomas was on her way to a birthday party.
Police also have identified a man who was fatally shot Thursday in the 1700 block of Gales Street NE, in the Kingman Park neighborhood.
The victim was identified as Artavarn Wagner, 44, of Alexandria, Va.
That shooting occurred about 6 a.m. in an alley, police said. No other details of the shooting were made available.

Six teenagers were charged with murder after a shooting outside a high school in Des Moines on Monday left a 15-year-old boy dead and two other teenagers hospitalized, the authorities said.
The boy who was killed was the target of the shooting outside East High School on Monday afternoon, the Des Moines Police Department said in a Facebook post on Tuesday. The boy did not attend the school, which serves about 2,000 students in Iowa’s capital.
The two teenagers who were injured, 16-year-old and 18-year-old females, are East High students and were not intended targets, the police said.
The 18-year-old was listed in critical condition as of Tuesday morning, the police said. The 16-year-old had been upgraded to serious condition from critical condition.
Six teenagers from Des Moines between the ages of 14 and 17 were each charged with one count of first-degree murder and two counts of attempted murder, the police said.
There were multiple shooters who fired from multiple vehicles, Sgt. Paul Parizek, a spokesman for the Des Moines Police Department, said in a news release on Tuesday.
Multiple search warrants were executed and six firearms were recovered.
“While this incident occurred outside of a school, it could have occurred in any one of our neighborhoods,” the police said on Facebook. “The school is where the suspects found their target.”
Kaylie Shannon, a student at the school, told the television station KCCI that she was outside when she heard gunfire.
“I was just sitting in my friend’s car and then all of the sudden I heard 11 gunshots and some boys screaming,” she said.
Residents on Riggs Avenue are urged to stay in place.

ERLANGER, Ky. (WXIX) - Residents near the area of a shooting in Northern Kentucky are advised not to leave their homes as police look for suspects.
It happened around 7:30 p.m. in the 3200 block of Riggs Avenue in Erlanger.
Officers found a person suffering one or more gunshot wounds. He was transported to the University of Cincinnati Medical Center and is expected to survive.
The scene remains active as police believe the suspects remain in the area. Residents who live on Riggs Avenue or an intersecting street are urged stay put.
Police have a perimeter around the shooting location with officers “on every corner.” The perimeter extends the length of Riggs Avenue as well as down side streets and up to the interstate.
The suspects are described as follows:
A man in a blue hoodie;
A man in a dark gray baggie hoodie and tan sweats; and
A man around 5′8″ for whom police have no clothing description.
Police say some of the suspects are juveniles, though it isn’t known how many. Nor is it known whether the three suspects above are all those believed involved in the shooting.
More than a dozen law enforcement jurisdictions are working the scene with Erlanger police.

Two men were killed by a rampaging camel that escaped from a petting zoo in Tennessee, according to local officials.
Bobby Matheny, 42, and Tommy Gunn, 67, both from The Volunteer State, died after they were cornered and attacked by the frenzied camel Thursday in Obion, roughly 100 miles northeast of Memphis.
The humped beast was killed by responding law enforcement officers.
The Obion County Sheriff’s Office got a call about a loose camel attacking people near the Shirley Farms petting Zoo at around 4:45 p.m., the department said in a statement.
When deputies arrived, they found the two unconscious victims and the unhinged creature on the loose. Several agencies were on the scene to provide aid and get the victims to safety.
As deputies moved one of the victims into an ambulance, the camel reappeared and attacked a sheriff’s office vehicle. Officers were forced to “put the camel down for the safety of everyone on the scene,” the statement said.
Matheny and Gunn succumbed to their injuries and were declared dead at the scene.
It’s not clear how the camel got loose.
A family member of one of the victims told WTVF that the two men had been at the farm to try and help capture the camel. The animal cornered them and attacked, stomping the men to death, the relative said.
A camel expert told the outlet that when fully grown, the animals “have enough strength to crush arms and legs along with your neck while kicking forward and backwards.”
“Most animals can only kick backwards. Camels will do a combination of all those things while kneeling forward to crush you,” the expert said. [....]

Two front desk workers at the Museum of Modern Art (MoMA) in New York were stabbed on 12 March. The suspect, a 60-year-old man named Gary Cabana, entered the museum in the late afternoon and had been previously notified in writing that his membership had been revoked due to two prior incidents of disorderly conduct.
A disturbing surveillance video released by the police department shows Cabana entering through the museum’s cinema entrance on West 53rd Street and jumping over the counter before he stabbed two employees, both aged 24, as a guard hurled objects at him. Other people in the lobby can be seen running out of the museum. Cabana fled the scene soon after.
One worker was stabbed in the collarbone behind the neck and another in the lower back and neck; both were taken to Bellevue Hospital and are expected to recover.
Cabana posted a series of erratic messages on Facebook on 13 March in which he addresses the incident, stating that he was blindsided by his ejection from the museum, and references having bipolar disorder. In a comment below the same post, he claims to be in Florida and threatens to trespass into Mar-a-Lago and “go out with the lights”.
The stabbing happened around 4pm, shortly before a scheduled screening of the 1938 Hollywood film Bringing Up Baby (which some speculate Cabana was there to see). The incident caused a chaotic evacuation of the museum and prompted some to speculate there had been a shooting or a bomb.
According to the police, Cabana was known to museum staff due to the prior incidents that led to his membership being revoked, but he does not have any previous criminal records. MoMA closed on 13 March and will reopen on 15 March, but museum leadership have not released a longer statement regarding the event at the time of this writing.
The police are still searching for Cabana. Under New York law, assault with a knife (considered a deadly weapon) in the first degree is a felony offense that, depending on the person’s arrest record, carries a conviction of around two years in prison, up to a $5,000 fine (in addition to parole fees and other charges) and up to $15,000 in restitution to each victim.
