But wishing for or needing something to change should not be the same as predicting it. They have a bare majority with holdouts & no rules changing consensus. The 2 options are still bipartisan bills & reconciliation on the holdouts’ terms, which are the normal options.
Honestly "both parties struggle to make large policy shifts in the face of a closely divided and change-averse electorate" is a very banal take but seems pretty accurate.
