From allegedly killing a witness to moving millions in drugs, the Reccless Tigers quickly created one of the area’s most potent gang threats, according to an indictment handed up Thursday.

A member of the Reccless Tigers gang beat and robbed Brandon White over a drug debt in 2018. But even after they put White in the hospital with bruised ribs and broken orbital bones, they weren’t done with him.
Ignoring offers of bribes to keep silent and death threats, White testified in court and named his attacker as David Nguyen, according to court records. Court documents state that Nguyen admitted he got a copy of a police report from his attorney and sent out a letter from a Fairfax County jail cell: White was a “snitch” who needed to be “checked.”
That, authorities say, left White marked for death. He was abducted in January 2019 and killed by the Reccless Tigers, according to court records. His body was left in a wooded area of an upscale Richmond neighborhood modeled on an English village.
The alleged hit detailed in a sweeping federal indictment brought Thursday is the most brazen act attributed to the Reccless Tigers, a gang that was unknown a decade ago but has metastasized into a potent criminal organization that reaches from Southern California to Northern Virginia.
In addition to White’s killing, authorities have connected the gang to the slaying of a George Mason University student, a dozen firebombings, the distribution of large quantities of marijuana and cocaine, the trafficking of firearms, witness intimidation, money laundering, and the targeting of a prominent local rapper.
Three have been charged with murder in connection with kidnapping and drug trafficking, among a group of seven charged Thursday with racketeering and other crimes. In all, nearly 30 associates have been charged federally in recent months in a sprawling years-long investigation that is among the largest gang probes in the D.C. area in recent years [....]
An 8-year-old girl was shot Thursday night as she walked by a playground in the Woodland Terrace housing complex in Southeast Washington, according to D.C. police.
Authorities described the injuries to the child as not life-threatening. She was taken to a hospital for treatment.
The shooting occurred shortly before 9 p.m. in the 2700 block of Bruce Place SE, in the Woodland neighborhood off Alabama Avenue.
It does not appear from the police report that she was targeted [....]

Detroit — Dozens of federal agents are being assigned to Detroit to root out violent criminals under an expansion of a Trump administration "law-and-order" initiative, although authorities insist agents here won't get involved in protests, as they have in other cities.
Detroit U.S. Attorney Matthew Schneider joined Wednesday with leaders from the Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI and U.S. Marshals Service to detail enhancements to what is being described as Operation Legend.
Those include the creation of an ATF unit to focus on gun violence as well as a mix of new permanent and temporary agent assignments to target gun and gang violence, fugitive apprehension, illegal firearms and drug trafficking.
"The amount of violent crime plaguing our city was unacceptable," Schneider said during a news conference inside the ATF offices in Detroit. "More and more, our children are being caught in the crossfire and murdered in senseless gun violence."
The announcement comes as the state's largest city has experienced a surge in gun violence and the White House listed Detroit as one of several cities in the country where federal agents will be deployed as part of a Trump program to curb violence.
Schneider has noted homicides in Detroit are currently up 31% and shootings 53% in recent months.
"This is a flood of more resources that we haven't seen before," he said. "The violent increase here in Detroit is significant."
Overall, 19 new permanent ATF agent assignments will be added in Detroit and 30-plus other ATF and FBI agents will be reassigned or sent in from across the country for temporary detail work.
The FBI is directing personnel already working in Detroit to the initiative [....]
MEMPHIS, Tenn. — Crime is a constant fight in the Bluff City. But since August 6, the city has had crime fighting help from the federal government’s Operation LeGend.
U.S. Attorney Mike Dunavant says the 40 new agents are working inside the multi-agency gang unit.
“We are bringing bodies. We are bringing new agents reassigned to Memphis,” said Dunavant.
“We have now arrested 41 people, and seven of those have been charged with federal crimes,” Dunavant said.
Those charges include an illegal immigrant in unlawful possession of a firearm, conspiracy to distribute meth, making a false statement when acquiring a firearm, bank robbery and theft from a firearms licensee.
“Those are the kind of cases we are focused on. We are focused on the trigger pullers, the shooters, the traffickers,” Dunavant said.

City councilman Martavius Jones welcomes the extra manpower but says these small arrests still don’t target bigger problems.
“It’s like throwing a grain of sand in the ocean. We are taking guns, and to me, it’s marginal numbers of guns, off the street,” Jones said. “But when they are being flooded and you can get a dime a dozen anywhere, it makes it seem like we are just a hamster on a wheel, and nothing is really getting done.”
But the U.S. attorney says there will be a long-term impact working with local law enforcement.
“We believe we have a really good model sharing information developing leads, acquiring targets and making sure we are getting the right people off the streets,” Dunavant said.
Dunavant says of the 40 federal officers dispatched to Memphis, 29 will be here permanently. The remainder will be here for 90 days to address the short-term crime surge.

A US prison officer has been suspended from his job over a Facebook post in which he allegedly claimed a 5-year-old boy who was fatally shot "should've ducked".
Cannon Hinnant was gunned down in front of his sisters, aged 7 and 8, while playing outside their family home in North Carolina on August 9.
His tragic death has been seized on by detractors of the Black Lives Matter movement who claim Cannon's killing would have been treated differently if he was black.
Cannon's neighbour Darius Sessoms, who is black, has been arrested over the killing and Sessoms' parents have claimed their son had been suffering with drug and mental health issues.
In the wake of the ugly debate sparked by Cannon's death, a prison officer at the Cumberland County Juvenile Detention Centre in New Jersey, was suspended from his job on Wednesday.
The prison officer, Rome Smith, allegedly wrote on Facebook about Cannon's death blaming the boy's parents, which was screenshot and widely circulated.
"He should've ducked," Smith allegedly wrote. "Y'all always trying to sneak diss and discredit a black person being killed innocently by police. Blame cannon's parents for not watching him!!! F Y'ALL."
Smith's post sparked outrage and claims he was "obviously racist against caucasians", the New York Post reported.
In a statement to NJ.com, Smith's employer said he had been suspended and denounced the "shockingly insensitive and racist" comments [....]

Five people have been killed and 52 others have been injured in shootings across Chicago so far this weekend.
The latest fatal attack killed a 27-year-old man Sunday in Lawndale on the West Side.
Martin Coleman was shot in the chest and pelvis during an argument about 6:20 a.m. in the 1800 block of South Komensky Avenue, Chicago police and the Cook County medical examiner’s office said. He was pronounced dead at Mount Sinai Hospital.
A shooting Saturday killed one man and wounded another in Little Village on the Southwest
Esteban Campos Jr., 43, was shot multiple times and pronounced dead at Mount Sinai Hospital, officials said. Another man, 30, took himself to Stroger Hospital in good condition with a gunshot wound to the arm.
About two hours earlier, another shooting left one man dead in Austin on the West Side.
Devon Nelson, 31, was found unresponsive outside with a gunshot wound to the head about 5 a.m. in the 100 block of North Mayfield Avenue, officials said. He was taken to Loyola University Medical Center in Maywood, where he was pronounced dead.
A man was shot to death and another was critically wounded about three hours earlier in South Chicago.
They were at a gathering at 2:04 a.m. on a porch in the 8500 block of South Burley Avenue when a male got out of a vehicle and shot at them, officials said. Antione Rose, 33, was shot in the head and abdomen and died at the scene. The other man, 32, was hit in the abdomen and leg. He was taken to the University of Chicago Medical Center in critical condition [....]

A group of community activists implored Gov. J.B. Pritzker to declare a state of emergency and have the Illinois National Guard deployed to Chicago on Sunday, just two days after Mayor Lori Lightfoot and her allies stymied a similar push during a special City Council meeting.
In calling for the assistance, the activists pointed to the city’s surging summer gun violence as they urged both members of the City Council and Congress to rally behind police officers they claim have been outnumbered and attacked at recent protests.
“This mayor, Lori Lightfoot, she can’t control the city. It’s out of hand,” Raul Montes Jr., a former candidate for City Council and the state Senate, said during a news conference in Little Village. “We need the National Guard to help out the police.”
On Friday, a proposal to have Pritzker declare an emergency and allow the deployment of the National Guard was referred to committee for further discussion on a 30-17 vote. Ahead of the vote, Lightfoot accused the four aldermen pushing the measure of “grandstanding.”
Two of them, Lightfoot has noted, are her most outspoken City Council critics: Anthony Beale (9th) and Ray Lopez (15th). Lopez and Beale were joined by Ald. CHAMPAIGN, Ill. (WCIA) — City police say a 25-year-old man may not survive his injuries after he was hurt in one of two shootings that took place Saturday night and early Sunday morning.
A press release from the Champaign Police Department (CPD) said officers responded just after 10 p.m. Saturday to a shots fired report in the 900-1000 block of Bloomington Road.
Arriving at the scene, they found a 29-year-old man in the roadway with two gunshot wounds. He was taken to an area hospital, and CPD officials say he is expected to survive his injuries.
Then at 4:18 a.m. Sunday, officers responded to a reported shooting in the 100 block of Kenwood Road. At the scene, police observed evidence of a gun being fired and started to secure the area.
A short time later, CPD learned four men who had gunshot wounds arrived at local hospitals by personal cars. One was 37-years-old, and two were 30-years old. Police say their injuries were non-life-threatening.
The fourth man, who was 25-years-old, had a life-threatening gunshot wound to his chest. As of Sunday morning, CPD said his prognosis was not known.
According to the press release, the men were shot at a party taking place outside of an apartment complex area. A fight broke out, which led to the gunfire.
No arrests have been made as of Sunday morning [....]

“Youth under 18 accounted for about 28 percent of those victims, and 80 percent of the victims were African American compared 60 percent in 2019,” Ortiz said.
Investigators said Fentanyl and cocaine are the cause of the most overdose deaths.
ODs are up 45 percent over last year, but the coroner said the numbers could be worse. “In terms of overdose deaths, I think it helps folks to be armed with Naloxone be armed with fentanyl testing strips.”
Columbus Police Chief Tom Quinlan said city leaders are looking for ways to drive down despair. “What can we do as a community, what can do as public safety professionals to try to change behaviors, change attitudes toward gun crimes and make more people speak up and be outraged and say enough is enough and do something,” said Quinlan.
