....Fred Upton of Michigan to head the Energy and Commerce Committee....Representative Harold Rogers of Kentucky to take over the Appropriations Committee.....Mr. Upton had to beat back some criticism that he was too moderate for the post....Joe Pitts of Pennsylvania, a leading anti-abortion lawmaker, was named to head the panel’s subcommittee on health issues.....All three of the men have pursued hundreds of millions of dollars for pet projects through Congressional earmarks....The Democratic Congressional Campaign Committee ridiculed the choice of Mr. Rogers, calling him the “prince of pork,” and saying his selection showed that Republicans were not sincere about their new emphasis on cutting spending.....Spencer Bachus of Alabama was picked to head the Financial Services Committee. Mr. Bachus came under fire from some of his colleagues in 2008 when, as the senior Republican on the panel, he was viewed as too cooperative with Democrats on the bank bailout issue.
