edit to add: If interested, look up more on this fellow yourself. He was arrested and extradited from Waukesha, Wisconsin on the Hennepin County warrant. Why he was in Waukesha (where the Christmas parade attack occurred) was unknown. He was also accused in the past of trying to intimidate the jurors of the Rittenhouse trial in Kenosha, Wisconsin, by attempting to take pictures of them - makes no sense as good way to cause a mistrial.

In Cortez Rice's hearing today it was determined that he "crossed state lines" without permission as he is on probation resulting from a dispositional downward departure in a prior 'felon in possession of a firearm' case. He was arrested in Waukesha WI on the HennCo warrant.
