According to friend in Ft Worth , the wreck was on a privately built toll road put in between the guv maintained lanes. The guv lanes had been sanded, the toll lanes had not been. He said some news reports suggested the toll company had liability exemption. Yay for privatization.
edit to add: even the little point about sand, doesn't make sense for local governments in southern climes to have salt around, but sand they should have a couple piles on hand!
